How it plays
Traffic Jam is a Moving Violation. You play it on your Drive, and unlike a Hazard it is not fussy about colour: any Save in the target's hand stops it. You may play only one Violation per Drive.
When to use it
Because any Save refuses it, Traffic Jam is at its best against a driver who has just spent their hand defending, or one you have watched empty out. Against a full hand it is usually a wasted card.
