Play on your Drive. Put it in the middle. While it's out, the hand limit is 4: Pit Stops draw to 4, and anyone holding more discards down to 4 at the end of their turn. Replaced by the next Road Condition.

How it plays
Rush Hour is a Road Condition. It is nobody's attack and nobody's defense: you play it to the middle and it changes the road for every driver, you included, until another Road Condition replaces it.
When to use it
Road Conditions are worth playing when the rule they impose hurts the table more than it hurts you — a short hand limit when you are already short, say. They are also the quiet way to clear a condition someone else is profiting from, since the new one replaces the old.
